N’Assembly should stop funds for 511 LGs — Igini

The Cross River State Resident Electoral Commissioner of the Independent National Electoral Commission, Mr. Mike Igini, has urged the National Assembly to stop the monthly allocations to 511 local government areas across the country that are being run by caretaker committees.

Igini, who stated this in an interview with our correspondent in Calabar on Friday, said it was against the constitution of the Federal Republic of Nigeria for the affairs of LGAs to be managed by unelected officials.

He lamented that the widespread use of caretaker committees by governors to run the affairs of LGAs was a movement away from democracy, saying it is for that reason that majority of the LGAs had remained unaccountable to the people.

Igini said if the National Assembly could take the step of suspending the allocations to LGAs run by caretaker committees, there was the likelihood of the grass roots being back on the track of democracy.

He said, “Nigeria is under partial democracy. We have three tiers of governance; the federal, the state and the local government tiers, but evidently, the LGs have been turned into vassals of the states held in thrall by party and executive structures that have confiscated the local government tier and strangulated development at the point where it is nearest to Nigerians.

“Of the 36 states and the FCT, only 13 have elected local governments, namely, Lagos, Akwa Ibom, Enugu, Sokoto, Cross River, Ebonyi, Kwara, Taraba, Jigawa, Ogun, Niger and Zamfara,other states are therefore in breach of section seven of the constitution; an impeachable offence with the implication that a whole 511 LGAs where Nigerians are domiciled do not experience democracy at the moment because it is only 263 LGAs out of 774 that have elected councils.

“The setting up of caretaker committees is a movement away from democracy and this has resulted in the failure of that tier of government. Accountability in all its facets must start from the LGAs. The National Assembly should ensure that there are no allocations to those LGAs in order to reverse the trend.”

The REC said there was an urgent need to review state electoral laws and electoral management at local government levels to reflect the aspiration of voters at the grass roots.

For instance, he said governors should not be the determinants of what the budget the state independent electoral commissions should be.

According to him, this urgent and crucial governance deficit justifies the need to tackle it to a logical conclusion.

Panic as Qatar Airways plane makes emergency landing in Lagos



There was panic on Saturday afternoon as a Qatar Airways plane inbound Murtala Muhammed International Airport, Lagos from Doha made an emergency landing.

Reports said the plane lost a tyre midair while its landing gear also developed a fault.

Aviation and National Emergency Management Agency officials swiftly rushed to the runway of the airport to handle any emergency.

The plane eventually landed at the airport and after some anxious moments, came to a halt.

The pilot of the Airbus A330-200 plane had sent a distress call to air traffic controllers on duty at Lagos airport, telling them that one his tyres was having low pressure.

 The aircraft carrying 248 passengers touched down on runway 18R of the airport at about 1:15pm and one of the tyres tore opened.

Winners emerge in 2012 WISE education award

The World Innovation Summit for Education has announced six groundbreaking projects from around the world as winners of the 2012 WISE Awards, under the theme “Transforming education.”

The six winning transformative educational project presenters will go home with $15,000 each at a presentation award ceremony to be held later this year in the United Arab Emirates.

The WISE Awards was inaugurated in 2009 to identify, showcase and promote innovative educational projects from around the world.

To date, 1,600 applications have been received from 128 countries, resulting in 122 finalists and 24 winning projects.

The 24 successful projects have come from a variety of countries around the world, including Brazil, Chile, Colombia, Ghana, India, Morocco, Nigeria, Pakistan, Paraguay, South Africa, Turkey, the UK and the USA.

These “real world” initiatives are progressively building a pool of sound practice, which is having a local or global impact on education.

Now in its fourth year, the WISE Awards identify, showcase and promote innovative educational projects from all sectors and regions of the world in order to inspire change in education. 

The chairman, WISE, and chairman of the WISE Awards Jury, Dr. (Sheikh) Abdulla bin Ali Al-Thani, in a statement explained that the 2012 winning projects, which were selected for their concrete and positive impact upon society would receive global visibility and a prize of $15,000 each. 

The winning initiatives, he stated, came from Bangladesh, Cambodia, Chile, Denmark, India and the United States of America after they scaled the pre-selection process, whereby works of 24 participants from 14 countries were judged.

According to him, winning projects have been selected for their tangible and positive impact on the society and their innovative approach to solving important global educational problems.

“Since 2009, the WISE Awards have recognised successful, transformative projects in education in order to generate a pool of sound practices and to inspire their adoption and adaptation elsewhere.

“When determining the best projects, we look at what is being achieved as well as how it is done. The winning initiatives were selected not only because they are successful, but also because of their innovative approach. These are not ordinary education efforts,” he said.

He added that the diverse projects offer unique solutions to today’s most important challenges, from poverty to climate change.

The solutions proffered by the winners, he said, include unconventional business models to provide low-income families with affordable education, as well as original ways of bringing high-quality education to remote and destitute parts of the world.

One of the six winning projects is a solar-powered floating school designed for unreached pupils in Bangladesh during monsoon. The device, Nigerian educationists said, would be useful for people in riverine and flood-prone areas.

The project was presented for the awards by a Bangladesh -based non-profit organisation, Shidhulai Swanirvar Sangstha.

According to a statement introducing the project, “the solar-powered floating schools are to ensure children’s education even during the height of the monsoon. The boats collect students from riverside villages, dock at a final destination and provide on-board, small-group instruction.

Finalists and winners of the WISE Awards will, according to the organisers, participate in the annual WISE Summit taking place between November 13 and 15 at the Qatar National Convention Centre in Doha, Qatar, under the theme “Collaborating for change.”

Amosun, Fashola mourn Islamic leader, Abdul Lateef Adegbite




Ogun State Governor, Ibikunle Amosun, and his Lagos State counterpart, Babatunde Fashola, have expressed sadness over the passing away of the Secretary-General of the Nigeria Supreme Council of Islamic Affairs, Dr. Abdul Lateef Adegbite.

The Islamic chief and Baba Adinni of Egbaland died inside a Lagos hospital of an undisclosed ailment aged 79.

His loss of life reportedly threw Abeokuta and Egbaland into clean mourning, coming for the heels of the demise of two prominent Egba sons, Chief Oluwole Adeosun and Chief Segun Taiwo.

Adegbite, who is survived by a wife, kids and gand-young children, will be buried on Saturday in Abeokuta, the Ogun State capital according to Islamic rites.

Ogun assembly tasks okada riders on crime, security



The Ogun State House of Assembly has urged the leadership of commercial motorcycle riders in the state to take urgent measures to check the alleged frequent involvement of their members in crime in the state.

The assembly stated that the alleged perpetration of crimes in the state by commercial motorcycle riders, popularly called okada, constituted a serious threat to the security of the people.

Speaker Suraj Isola said this at the foundation laying ceremony of the Ogun State Secretariat of the Amalgamated Commercial Motorcycle Owners and Riders Association of Nigeria on Friday in Abeokuta, the state capital.

He urged the riders to refrain from getting themselves involved in acts that could further tarnish the image of ACOMORAN, stressing that the various cases of people using okada to commit crime had become worrisome.

The Speaker added that it was only in a secure society that business and other commercial activities could thrive.

“I must say we appreciate your efforts in the provision of door-to-door services to our people. We, however, want to enjoin you to talk to your members on security because we hear of cases of okada riders snatching bags and all that.

“You know security is the duty of all because where there is security there will be an atmosphere conducive for doing business,” Isola said.

He urged the leadership of ACOMORAN to ensure that it contributes regularly and meaningfully to the state Security Trust Fund.

Earlier, the Chairman of ACOMORAN in Ogun State, Alhaji Adebayo Apelogun stated that the construction of the association’s secretariat in the state would gulp about N50m.

Apelogun gave the assurance that ACOMORAN would cooperate with the government on security and remain a partner in progress with the state.

AfricaMagic hosts viewers’ awards



AfricaMagic and MultiChoice Africa have presented their latest joint initiative, The Africamagic Viewers’ Choice Awards. The announcement was made during a special episode of the popular AfricaMagic magazine show Jara, which is screened to DStv sunscribers.

Created to celebrate African film and television talents, both in front of and behind the cameras, the awards will feature several categories in which viewers will decide the winners directly, alongside several professionally judged categories.

A total of 28 awards in 26 categories, ranging from acting and directing to script-writing and cinematography, will be awarded. Other fields which will be honored include editing, make-up, sound, lighting and costuming.

Awards will be handed out at two separate events to be held in March 2013 in Lagos. The first event will be dedicated to outstanding technical achievements, while the main event will be a glamourous gala night.

Akeredolu challenges INEC over voter registration

Governorship candidate of the Action Congress of Nigeria in Ondo State, Rotimi Akeredolu, has challenged the Independent Electoral Commission to explain how it came about the number of voters in its register.

In a statement by his campaign organisation on Friday, the former President of the Nigerian Bar Association said the 1,654,205 registered voters declared by the electoral body were questionable.

He said, “As of the last registration in April 2010, Akoko North East had a total of 65,000 registered voters. The statement by the INEC Resident Electoral Commissioner, Mr. Akin Orebiyi, at the stakeholders meeting in Akure, that some voters whose photographs could not be found in the register in the last elections would be allowed to vote in the Oct. 20 election is worrisome.

“Orebiyi said 88 polling booths would be created to supplement the 135 existing ones in Akoko North-East, which he claimed will be used by these voters whose photograph did not appear in the voter register.

“We wish tell INEC now that the ACN will not allow voters whose photograph did not appear in the register to vote, as this is against the Constitution and the Electoral Act. The creation of these sister polling booths is not necessary.”

According to Akeredolu, the plan by INEC could be capitalised on by the Labour Party to rig elections in the state.

He questioned why the step was necessary since Orebiyi confirmed that the electoral body only had 50 request of voter cards transfer in the state.

“ACN will not allow the use of the illegal voter register. We, like other political parties in the state, have the original list of registered voters. Anything outside of that will not be accepted by us,” he said.

FRSC reopens Lokoja-Abuja Road



The Federal Road Safety Commission on Friday reopened the Lokoja-Abuja highway, six days after temporarily closing it to traffic due to flooding from the nearby River Niger.

The Federal Government had ordered the road reopened by Friday (today) after the Minister of Works, Mike Onolememen, gave the assurance that access was being restored by some construction firms.

FRSC said in a statement by Corps Education Officer, Jonas Agwu, that road users were expected to be orderly.

Nigeria’s policemen are least paid in the world – IG



The Inspector-General of Police, Mohammed Abubakar, on Friday said Nigeria’s policemen are the least paid in the world.

The IG made the startling revelation at the opening of the renovated Peacekeeping Hall at the headquarters of the Nigeria Police Force in Abuja.

“This is the only country in the world that police are least paid; this is the only country in the world that the police welfare is least considered.

“Our officers and men have made Nigeria proud at all times and at all places they served and are serving. 

If we were able to do it outside, why are we failing here? We are not able to do it here because of the lack of equipment,” he said.

Edo lawmaker escapes death in assassination attempt



A member of the Edo State House of Assembly representing Etsako 1 Constituency, Raza Momoh, is receiving treatment at the University of Benin Teaching Hospital, after escaping death in an assassination attempt.
Momoh was shot on Akenzua Road in the Edo State capital, Benin, on Thursday night by unknown gunmen.
The reason for the attack has yet to be ascertained.
The spokesman for the state police command, Anthony Airhuoyo, confirmed the incident to PUNCH, saying the legislator was responding to treatment.

Court discharges order on Dana crash inquest



A Federal High Court in Lagos on Friday discharged its order barring the Lagos State Government from proceeding with a Coroner’s inquest into the June 3, 2012 crash of an MD83 Dana Air plane in Lagos.

Justice Okon Abang had granted the order stopping the inquest based on an application by the airline.

The aircraft, which was on a scheduled Abuja-Lagos flight crashed into four buildings in Iju-Ishaga, Lagos, killing all 153 passengers and crew and four persons on the ground.

A Peoples Democratic Party leader in the  South-East, Chief  Emmanuel Iwuanyanwu,  on Thursday dismissed the possibility of a president of Igbo extraction emerging in 2015, the News Agency of Nigeria reports.
The former presidential aspirant said this at a press conference in Owerri, Imo State, where he advocated the inclusion of zoning of political offices in the constitution.
He said the six zones should be given an equal opportunity to produce the president through a zoning arrangement.
Iwuanyanwu added that for any zoning policy to be effective and meaningful, it must be in the constitution.
According to him, there are  qualified and experienced Igbo capable of leading the country.
The PDP chief identified internal politics and selfishness as some  of  the factors militating against the aspiration of such people.
He also advocated the autonomy of local councils, saying the constitution should be amended to allow the councils have  total control of their funds.
He  said state government’s control of the council funds was responsible for the failure of the local government system, saying the situation  had made it impossible for council chairmen to embark on projects beneficial to their communities.
On security matters, Iwuanyanwu urged the Federal Government to address the fundamental causes of insecurity in the country for  its fight against it to  be effective.
According to him, high level of unemployment in the country is alarming and the government needs to address the issue if it hopes to win the war against insecurity.

Rather than dredging from mineral water to land, the installers dredged from water to water.”

About 40,130 graduates of the Olabisi Onabanjo University, Ago-Iwoye, have yet to be issued their degree certificates six years after they graduated from the institution.

According to the institution’s authorities, the graduates left the university between 2005 and 2011.

Consequently, the authorities have concluded arrangements to ensure that the five sets of the Ogun State Government –owned university would be handed over their certificates at the institution’s forthcoming convocation.

The acting Vice-Chancellor of the university, Prof. Saburi Adesanya, stated this on Thursday while addressing journalists in Abeokuta.

According to Adesanya, the university has now concluded plans to present the certificates  to the graduands at the  ceremony billed for between October 8 and 9.

The acting Vice-Chancellor, however, said, the university had not admitted more than the number of students permitted by law.

Adesanya noted that the institution currently has 15,000 student population, adding that it had yet to meet the 4, 370  admission quota granted it by the National  Universities Commission.

He also assured stakeholders that the OOU management had resolved to publish the names of its students in order to clear the air on the population of the students it has offered admission.

The acting Vice-Chancellor also blamed the rising wave of cultism in the higher institution on off-campus system.

Adesanya therefore called on real estate developers and property investors to build hostels within the university campus in order to check the menace of cultism.
