Kiev Must Proceed With Early Elections in Donetsk, Luhansk Regions: Minsk Protocol





Protocol on the results of Minsk consultations of the Trilateral Contact Group, published on OSCE website in the early hours of Sunday, entails adoption by Ukraine of a law on special status of eastern regions of Luhansk and Donetsk and provides for early elections.
“To decentralize power, including through the adoption by Ukraine of law "On provisional procedure for local government in parts of Donetsk and Luhansk regions" (law on special status),” says one of the provisions of the document.

“To provide for early local elections in accordance with Ukrainian law ‘On provisional procedure for local government in parts of Donetsk and Luhansk regions’ (law on special status),” reads another point of the protocol.
During the meeting of Contact Group on Ukraine in Minsk on Friday, the representatives from Ukraine, Russia and the Organization for Security and Co-operation in Europe (OSCE) agreed to a ceasefire between Kiev and independence supporters that started at 15:00 GMT the same day. The sides also agreed to the international monitoring of the truce’s implementation, the exchange of all prisoners and the opening of humanitarian corridors.
