Supporters of the Party of Regions have returned to Kyiv's Mariinsky Park to hold a rally. Several hundred protesters are already in the Mariinsky Park behind a cordon made of metal shields and a police cordon, an Interfax correspondent has reported.
A protest is also being conducted in the Constitution Square near the parliament building. At least 15 army tents have been erected on the territory of the park.
There is a podium near the parliament building, where supporters of Ukraine's current administration are speaking. Mobile kitchen trailers have opened nearby. People are keeping warm near fire barrels. There are portable toilets nearby.
Oleksandr Zinchenko, commandant of the tent city, told Interfax the protest was started due to the "coup" attempt he believes the protesters in the Independent Square are now making. There are plans to bring up to 10,000 people from the regions to Kiev to take part in the protest, he said.
Zinchenko said the protest will last as long as the resistance between the police and opponents of the current administration lasts in Kiev's Grushevsky Street.
Supporters of the current Ukrainian administration rallied at the parliament building last week. The protest began on January 13 and ended on January 17, when Ukrainian President Viktor Yanukovych signed a law on the state budget for 2014.
Russia urges Europe not to interfere in Ukraine, fears growing crisis - Lavrov
Russian Foreign Minister Sergei Lavrov urged European governments on Tuesday not to interfere in events in Ukraine, where Moscow fears a political crisis may be spinning out of control, the VOR correspondent Artyom Kobzev reports.
"We would prefer that some of our European colleagues refrained from acting unceremoniously over the Ukrainian crisis, when, without any kind of invitation, members of certain European governments rush to the Maidan (central square), take part in anti-government demonstrations in a country, with which they have diplomatic relations," he told a news conference. "It is just distasteful."

Police dismantle barricade in Kiev after night of clashes
No major incidents were reported on Hrushevsky Street in the center of Kiev as of 6:00 am local time (8:00 am Moscow time) as the standoff continues between protesters and riot police in the Ukrainian capital. At around 4:00 am local time (6:00 am Moscow time), policemen managed to dismantle a barricade and destroy a catapult, which was built by protesters on Monday evening. Both sides continue to pelt each other with stun grenades, stones and petrol bombs. Shots can be heard as well.
Several hundred people are present at the scene of the standoff, but only several dozen people, mostly members of far-right groups, are acting. Others are simply watching over.
The previous night also saw clashes in central Kiev between protesters and so-called "titushky" - athletic young men who frequently play the role of provocateurs.
Protesters detained about a dozen of them and brought them to the House of Trade Union, which was seized by pro-EU demonstrators earlier.
These young people have said that they arrived in Kiev after being promised a reward of 200 hryvni ($24) each for taking part in possible confrontations.
Reporters were also shown hammers, truncheons and other heavy items that were confiscated from them.
For his part, the opposition Udar Party leader, former world heavyweight boxing champion Vitali Klitschko, has called on Kiev residents not to yield to any provocations staged by "titushky" in the city and help maintain public order.
"Titushky are terrorizing Kiev. But there is no policeman in sight. People need to organize themselves in order to protect public order in the streets. The "titushky" were brought to the capital to set cars on fire, smash shop windows and provoke fights in order to create the impression that it is allegedly the work of the Maidan protesters and to register clashes," Klitschko was quoted as saying by the Udar press service.
He accused the Ukrainian authorities of seeking to "create chaos in Kiev" and destabilize the situation in order to have an excuse for declaring a state of emergency in the city.
