Putin proposes cancelling resolution on using Russian armed forces in Ukraine - Kremlin



Russia's President, Vladimir Putin, has asked the Federation Council, the upper chamber of parliament, to repeal a March 1 resolution, which allows him to use Armed Forces on Ukrainian territory, should the need arise, reported Interfax, citing the presidential press secretary, Dmitry Peskov.

"On Tuesday, before leaving for Vienna on an official visit, Putin forwarded a letter to the Federation Council, addressed to the upper chamber's Speaker, Valentina Matviyenko, asking the Federation Council to repeal its March 1, 2014 resolution No. 48-FZ "On the use of the Armed Forces of Russia on the territory of Ukraine", Peskov said.
The president's request is "aimed at normalizing the situation in the eastern regions of Ukraine and comes in response to the launch of trilateral negotiations on the matter," he said.
The initiative to revoke the Russian Federation Council resolution on using troops in Ukraine is a step towards de-escalating the conflict, said leaders of the self-proclaimed Donetsk People's Republic (DPR).
"As of today, this decision is right, it will assist in decreasing tensions and this is a step towards de-escalating the conflict, a step to avoid the edge, speculation and open Russophobia expressed by some Ukrainians," DPR First Deputy Prime Minister Andrei Purgin told Interfax in the telephone.
The White House welcomes President Vladimir Putin's call to revoke his authorization to invade Ukraine.White House spokesman Josh Earnest however said that Washington, which has threatened further sanctions on Moscow, wants to see clear evidence of a change in Russian behavior.
Ukrainian President Petr Poroshenko considers the appeal of Russian President Vladimir Putin to the Federation Council regarding the withdrawal of permission to use the army in Ukraine to be the first step towards settling the situation in eastern Ukraine, Poroshenko's press office said.
"The Ukrainian president considers the appeal by Vladimir Putin to the Federation Council - on cancelling the decision of March 1, 2014 to authorise the use of Russian Armed Forces in Ukraine - to be the first practical step after the Russian president official supported a Ukrainian plan to settle the situation in Donbas," the press office said.
On March, 1 Putin asked the Federation Council for permission to use the Russian Armed Forces in Ukraine "pending the normalization of the social and political situation in that country". On the same day, the chamber unanimously voted in favor of granting the president's request.
Recent amendments to Russia's defense law authorize the supreme commander-in-chief to determine the numerical strength of Russian forces, as well as the number of weapons and military hardware, if the Federation Council authorizes the use of Russian Armed Forces beyond Russian territory.
The Russian Foreign Ministry said then that President Putin would not necessarily immediately exercise the authorization to use Russian forces in Crimea that he received from the Federation Council on March 1. "The permission unanimously given to President of Russian Vladimir Putin to use Russian Armed Forces pending normalization of the social and political situation in Ukraine only means that the president will be able to do so, should the situation deteriorate further," it said.

The Russian Federation Council on June 25 will consider backing the decision made by Russian President Vladimir Putin on the revocation of the permission given by the Federation Council to use the army on the territory of Ukraine, Andrei Klimov, deputy head of the Federation Council's international affairs committee, told Interfax on Tuesday.
 The senators gave permission for the use of the Russian army on the territory of Ukraine on March 1, 2014. "The decision was made due to a threat to the life of Russian citizens on the territory of Crimea and Sevastopol, and the president asked us to allow the use of our Armed Forces on the territory of Ukraine until the socio-political situation in that country normalized," Klimov said.
Klimov believes today's address by the president is due to the fact that the period of normalization has begun in Ukraine. "Presidential elections have been held there and negotiations on the halt of military action involving Russian officials, representatives of the Kiev administration, and the leaders of the southeastern regions of Ukraine have begun. For this reason, President Vladimir Putin has made this decision, and we support him in that," Klimov said.
Earlier on Tuesday, Russian President Vladimir Putin asked the federation Council to cancel the decree issued on March 1, 2014 on the use of the Russian army on the territory of Ukraine, presidential spokesman Dmitry Peskov said.
