Russian experts have determined that it was the Syrian rebels who on March 19 fired a missile filled with sarin at the suburbs of the town of Aleppo. The Russian documents differ from the US data on the same problem by a very important factor. The USA received its samples via intermediaries. The Russian tests were made right on the site where the ammunition exploded. The samples were tested in Russian laboratories, which are certified by the Organization for the Prohibition of Chemical Weapons (OPCW).

A careful evaluation of the situation on the site of the explosion revealed that it was the rebels who launched the unguided Bashair-3 missile filled with sarin, said Vitaliy Churkin, Russia's Ambassador to the UN. Twenty six people were killed, 16 of which were Syrian military personnel. Eighty six people got poisoning of various degrees. The main conclusion the Russian experts arrived at was that the sarin was of a non-industrial production, said Vitaliy Churkin.
“The results of the tests clearly indicate that the missile used was not of industrial production and was filled with sarin. The technical specifications of the sarin reveal that it also was not factory produced. The absence of chemical stabilizers in the samples of the discovered toxic agents points at their fairly recent production. As far as the shell goes, it is not the standard shell for use in chemical weapons. The hexogen used is also not common in standard ammunition”.
This fact completely defeats the accusations of Damascus of the Syrian army using chemical weapons. Army missiles of such type contain completely different components.
The USA announced that it had not received the Russian findings but expressed its doubts over the truthfulness of such findings. Specifically, Jay Carney, the White House Press Secretary made such a statement.
“So far we have not seen any data in support of the assumption that anybody in Syria, besides the Syrian government, has used or had an opportunity to use chemical weapons. We seriously doubt that the chemical weapons have been used… outside of the sphere of control of the Syrian government”.
The Organization for the Prohibition of Chemical Weapons (OPCW) was set up with the UN’s support in 1997. Its main task is to provide control over the prohibition of chemical weapons and to work towards their destruction. This is the main international institution authorized to verify the use of chemical weapons. Syria has already announced that it is inviting OPCW and UN experts to conduct a thorough investigation of the facts of combat chemicals use by the opposition rebels
